Is it possible to make a local copy of the 3DDD ru site-catalog on my own?

Hello everyone,
I am an Architect, far from programming, so please be kind to my question,
I often model projects in 3D, while using the database of 3D models that is stored on my working computer,
over time it has become a big dump.
There are a lot of models, they are very necessary, but it is extremely difficult to find something you need in these wilds.
There is a good site for 3D models 3DDD.ru, but it is beautiful in its implementation, but:
1. It does not have my models,
2. It is paid.
I need a program or a locally run site where I can easily find what I need.
The structure of the rubricator is tree-like, as in 3DDD.
The final page of the model shows:
1. A picture of the 3D model,
2. Tags of the 3D model,
3. The "use" button, by clicking on which opens a folder on the computer containing the model.
Search by tags.
I do not hope to automate this whole process, I am ready to manually prepare materials for publication, fill in tags for the model, ... etc.
And now, attention to the questions (why all of the above):
* Is it possible to implement all of the above on your own with zero knowledge and a great desire?
Not in the form of a program (here I do not represent a method of implementation), but in the form of a locally launched site. A few years ago I made a simple business card site on my own, it was relatively simple. My task also seems pretty simple.
* Prompt instrumentation for the implementation of such a site.

There will be enough desires to acquire KNOWLEDGE - there will be a result. Is it long? There is, perhaps, a faster way: you need to have the desire to acquire money, with which you can pay someone else for knowledge.
