Who should animate the 3d model before putting it on the site (artist or programmer)?

Hello people, I wanted to ask you, for working with 3D, let's say I created a 3D model, just a sculpture, now I want to animate it so that my sculpture makes different movements (running / walking / jumping / breathing, etc.) and that's all I want put on the site.
Tell me the animation is done by the programmer? Or is the programmer just making my living sculpture appear in the browser?

if the animation is procedural, then it is determined by the programmer, if the animation is regular - by the 3D animator
