Is it possible to link a Yandex card to PayPal?

I'm from Ukraine, paypal doesn't work for sending and receiving.
Is it possible to use a normal paypal by registering a new account on a Yandex or pioneer card?

What country do you want to register an account for?
If the account is in Russia, then you can attach a Yandex card, at least a plastic one, you can accept money, but you won’t be able to withdraw it (in Russia there is no withdrawal to a card, only to a bank account by details, and a Yandex card does not have its own bank account). Plus, all incoming money will be converted into rubles. So even if you want to spend them on eBay later, there will be a dollar-ruble-dollar conversion twice. You will lose a big percentage on this. You will never pass verification and raising limits with a Ukrainian passport. You can, of course, try. Come to Russia, open a bank account, buy a temporary registration. Everything is something. But it would be better to get a Russian residence permit right away. There is a "Compatriots" program, quotas, maybe there are relatives ...
If the account is for Lithuania, then you will be able to accept money, and even withdraw to a card (Visa). Even PrivatBank is tied. But be prepared for sudden blocking. You won’t get off with anything here, all documents are checked according to the state register of Lithuania, drawn rights or an ID card will result in a ban with the loss of all funds.
In accounts in Polandwithdrawal of money only with conversion into zloty and to a Polish bank account. If you are ready to get confused, then go to Poland, now you have a visa-free regime, open a free account with Alior, PEKAO, ING or Millennium Bank, take a card in zlotys and an account statement. You will have a Polish card, a Polish bank statement and a Polish bank account in your hands. If you also make a rental agreement or a hoarding (Polish registration), then there may be such a set of documents and convince the PayPal security service that you live and work in Poland. If there is a "Pole's card" - generally elementary, most likely it will work.
Moral: In many cases, it will be much easier to go to an intermediary, find a friend or relative in a country where everything is fine, or simply move somewhere where this problem is not.
