How dangerous is it to register an American paypal account for a non-US resident?

I tried to buy an Iphone 6s Plus on apple.com with paypal but apple.com rejected my attempt, citing the fact that they need American paypal. I went to ebay hoping to buy a new iphone there, but I realized that all phones under the NEW filter are disguised refurbished and locked devices from dropshippers.
Searching youtube for iPhone scam on ebay , I found several videos of disappointed ebay buyers and realized that the risk of buying from unofficials is too high.

Kid cries over getting scammed on ebay for a iPhone...
Have any of you registered an American paypal for the purpose of buying, say, on the Apple Store or other online stores that require an American paypal, how risky is it if I need to carry out only 1 phone purchase operation?
