I transferred money to the seller for the goods, he writes to me that the funds were transferred, and he writes to me that there are no funds or they are on hold or not in demand (I didn’t really understand because he is from the USA), who faced, maybe you know what the problem is and how to solve it ??

Paypal has a transaction
the transaction has a status
if paid by card, the seller can offer to credit with a commission and he doesn’t want to do it,
the action for him is a refusal, and they will return instantly
if the seller cannot accept (Ukraine), they will return instantly
give details on the transaction ID
