Is it possible to limit the speed at home?

Good time everyone! I have a d link dsl 2640u, I'm at home, wi-fi is on and the PC is connected via lan. I would like to limit the speed specifically on one device, I know its poppy address, well, I can give it a static internal ip. Is it possible to do this through the modem settings or some software? I will be grateful for your help!

ftp.dlink.ru/pub/ADSL/DSL-2640U/Description/DSL-26... is not provided in your model. The newer ones have it.

there is an application on android arcai.com netcut, it works with my tplink, maybe it will work with yours

You can prevent the device from accessing the Internet in the router settings (allow access only to the local network), install a proxy server on the computer and release the device to the Internet through the proxy server.
