Is it possible to install Linux from a flash drive that is on NTFS?

The file system on the flash drive is NTFS. When installing Linux from a USB flash drive, if the USB flash drive is not changed to fat32, will the OS get up normally?

The file system on the flash drive is only needed to run the bootloader and the kernel. If this happened, there will be no problems. I could be wrong, but syslinux seems to work with NTFS
