The requirements for the module are as follows:

CSP software installed at least 4.0. CEP must be installed under the service record "Server Agents"

If you are interested in whether CryptoPro will work with a license for a workplace on a server OS - as Alexander Prokhorovich already wrote , it's easier to try.
If you are interested in whether this will be a violation of the license agreement - yes it will. On their website it is specifically written for which OS which license to buy.
There is no free CryptoPro. There is a trial version for 90 days. (Bypassing this restriction also violates the license agreement and is perhaps out of the scope of this resource)

Most likely it will work, but installed under a specific user (that is, scheduled tasks will not work), in client mode. Who's stopping you from trying?
