Is it possible to increase the performance of the L3 cache?

For sure, raising the frequency of the cores will definitely increase the performance of the cache.
Will raising the bus frequency improve performance? Or something else?

Depends on the specific line of processors.
For Intel of recent years (for example: www.overclockers.ru/lab/54620/Razgon_treh_ekzemply... ):
Will not change.
The L3 cache frequency is set by a separate multiplier from BCLK - the base reference frequency. Google CPU Cache Ratio for Haswell, formerly Uncore. If there is no such setting in the BIOS, then the questions are for a specific board. Maybe it changes synchronously with the CPU multiplier, maybe it doesn't change at all, maybe it does something stupid.
