Is it possible to get “targeted training” from international IT companies?

Hello!
I am a schoolboy, studying in the 11th grade in St. Petersburg. There is a great desire to learn programming (both at the university and self-study).

I want to take targeted training, because, firstly, the scores are lower compared to the budget => more chances to enter, and secondly, you have a job right after university.
I know that targeted training in Russia is issued only by the state. companies (that's why I put "targeted training" in quotation marks in the question itself), but in theory you can find an international company and agree with it on paying for studies, in which case I will simply go for a contract instead of a target one.

Why an international company? I would like to study for a bachelor's degree at the University of St. Petersburg and improve my English from level B1 to level B2+/C1. And then enroll in a master's program in Europe (for example, in Germany or the Netherlands). After studying for a master's degree, countries give me the opportunity to find a job with them and stay alive, which is why I need an international company so that they can give me a job abroad, and not just in Russia.
(Do not think that I want to leave Russia as soon as possible. I just want to understand how Western European countries differ from our country, gain experience)

In this regard, I had a question: is it possible to find an IT company that agrees on this? If yes, where to look?

It's possible, I'll allow it.
Search - write to all the companies you know about.
Most likely they will refuse, because the risk is too great.
To invest a lot of money in a student in the hope that in 5 years he will turn out to be a good employee - such a thing.
It will be much easier to get a job on a paid basis, and then find a sponsor for yourself, if you are so sure that some company really wants to throw money at you for training

Consider the option of a conditional ITMO and start internships with companies starting from the 3rd year. Now some of the companies offer relocation. It is unlikely that there are any targeted programs, since this is not profitable in the current business environment.

Big companies don't do training.
Some large companies have internships. But you sort of distinguish between internship and training.

Business needs a ready-made specialist here and now for a specific task.
Due to their sluggishness and bureaucracy, the gosses can plan for 5 years in advance that: if they do not raise the retirement age, then Vasya Pupkin will have to look for a replacement.
Or: next year we are recruiting 10 interns, but due to low salaries during the year, 5 will go on maternity leave, and the rest will also run away after 2 years of work.
International companies do not do this, they earn money.
