Is it possible to get an education abroad (in English) with only 9 completed classes?
Or if not, then maybe you can get some certificates to enter? Interested in learning software development or similar

The question is more like some whining from a third world country. No. In the US, secondary education is school. Colleges are already VO and give a bachelor's degree. Secondary education is required. Russian colleges are equated to a secondary educational institution (school). 9 classes - nothing. They won’t even understand what kind of piece of paper you sent them.
Can. Most likely paid. You will have to first graduate from college abroad, and then you can go to university.
Language is not a problem - there are preparatory courses at universities and at some colleges that accept foreigners.
But, once again - everything is either paid, or you will have to naturalize in one way or another in the country in order to get the right to free access to education.
