Is it possible to generate blocks in drupal?

Is it possible to generate blocks on the fly? Authorization on my site occurs through Keycloak, the user receives from there a token in which there is information about which blocks Drupal should form for him, this parameter is recorded in the session, and depending on what Drupal generates blocks in it. Is it possible to implement such a scheme with blocks, or does Drupal have any other means for this?
