Drupal 8. The “download” button disappeared, images stopped loading in the corresponding field. What to do?

When loading the edit page, the "load" button disappears.

Didn't make any complicated settings. It just started after a while - it became impossible to load the image. Very similar to script conflicts. Who faced? What can be done?

In the latest versions of Drupal 8 there is no Upload button, the image is loaded automatically after the file is selected.
