Is it possible to freelance legally for the Russian Federation from two different legal accounts?

Can a freelancer work on remote work exchanges, being both an individual and a legal entity?
The freelance.ru rules about two legal bases (physical and legal) say that you need to create two different accounts, switch from one legal. bases on another is not possible.
The freelancer has registered an individual entrepreneur for himself, that is, he is a legal entity. It turns out that he receives income only for a legal entity and, accordingly, pays tax as an individual entrepreneur. Can a freelancer also receive parallel income as an individual by paying the 13% tax legally?
Also, can a person working in a state organization that pays all taxes for an employee, the employee receives a net "white" salary, also work freelancing as an individual (as I understand it, freelance.ru itself pays a tax of 13% with a safe freelance deals)? Is this possible and is it legal?

Here for this part
As a rule, Mr. employees cannot work in parallel in other areas. But this needs to be clarified with the personnel.
When I was invited to the state. on a permanent basis, as a result, I refused because it turned out that I could not receive offs. income from other sources.

You can work as an employee and still be registered as an individual entrepreneur.
If you are a freelancer and you have one-time orders, then it is most convenient to switch immediately to the simplified tax system of 6% and pay 6% of income. In our region, there are tax holidays for IT entrepreneurs - 2 years without taxes, only contributions to the PFR and the Social Insurance Fund.

No one bothers you to work at the same time in at least 10 offices as a permanent employee
and with 10 more offices under a contract as an individual who is not in the state.
