Is it possible to forward a white IP to Mikrotik via an LTE modem?

So, there is a Mikrotik RB951Ui-2nD router and a Huawei E3372 LTE modem with a SIM card from Megafon and a white IP. The router raises an L2TP tunnel, through which you can connect to it from the office, when connected to the VPN server, the white IP is displayed correctly. Attempts to connect not through a VPN tunnel, but directly to a white IP, are unsuccessful. Huawei is connected in router mode, gives a gray IP like 192.168.8.x to Mikrotik and, according to what I read in other sources, theoretically it should make all connections. Anyone managed to solve this problem? If so, in which direction to dig?

Dig in the direction of switching the modem to bridge mode (a very developed branch for 4 pda)

I dug up an old Huawei E1750, it's in bridge mode, everything works as I want, but only 3G :-(
