Is it possible to flexibly control the connection speed of shadowsocks clients?

There is a shadowsocks server, several clients are connected to it. Is it possible to set connection speed limits so that one does not occupy the entire channel? If this cannot be done by means of shadowsocks itself, then what abstractions can be applied for this? Docker? Or some others?
