Is it possible to enter the bios menu without RAM?

Without - in the sense that the memory strips are not installed at all.
I tried it on my old laptop - and nothing: the fan turns on, the lights turn on, the screen is black and there are no squeaks.
So it became interesting - is it implemented somehow in new computers? For example, in order to diagnose problems with this very memory.

To diagnose memory problems and everything else, there are POST cards.
Of course, no computer will turn on without memory.
