1) no, because the video is evaluated and accepted by the system as a whole.
This is due to the technical features of YouTube as a service.
You can only change the sound overlay, the sound of the video itself simply cannot be changed, it will be ANOTHER video.
2) no, since the video has a link, it is accepted and processed, and then it is ranked and checked by YouTube bots / algorithms. Even unpublished ones.
In general, different content is different content.
Otherwise, if you imagine, how much drugs, porn, pedophilia and other garbage and rubbish could be!
Therefore, neither technically nor legally - one does not change to another.

Now it can be done:
In the old editor, you can cut out part of the video. In the new editor, I had difficulty with this. In addition, in the new editor, when trying to trim part of the video (in a 15-minute video), the system displayed a message that long videos cannot be trimmed. Perhaps this will be fixed in the future.
As for the video, when replacing the audio track (in the old editor), it offers options for overlaying "new music". There it either overwrites the old one, or overwrites only individual pieces that you yourself choose.
I have not yet tried to overwrite the audio track in the new editor. I do not rule out that certain difficulties may arise there.
