Is it possible to draw in raster for 2d animation?

Good day!
We want to make a game for phones (retina) and we are looking for a designer for the project. A designer who is not able to draw in vector.
Will it be possible for him to draw worlds and characters in a raster in psd, but in a higher resolution (5000 by 5000 px for example) so that later we can animate it? Or is it necessary to draw in vector?

In general, illustrators draw. The vector is more convenient for further processing. You can animate everything in the raster, but the quality may suffer.
