Is it possible to make some task in galp that will create a starting structure for example
build/
src/sass/style.sass
src/js/
src/index.pug

It is possible, but it will be easier to create a base repository and use it as a basis for projects.

Gulp is not very suitable for this task. There are special tools for this. Read about the yeoman generator, look for available templates for it (hundreds, if not thousands) and read about writing your own templates for it.
