2 options came to mind:
1. Make an experiment for everyone, and see the results by segmenting users into new and old ones. In the process, it may turn out that for old users the new option is unacceptable, or vice versa.
2. Make a separate GA view, where to include only new traffic and create an experiment in it. I'm not at all sure about this method - you need to check.
I didn't do the whole process, but I know how it's done.
There, the tails need to be configured so that in the statistics you can track who is new and who is not.
Next, set up statistics, there will be a test for everyone, but statistics can already be filtered by tails new / not new.
