Is it possible to distribute Wi-fi from an MTS modem to a router from Rostelecom?

At home, sorting through things, I found an old router from Rostelecom, model QBR-2041WW. I decided to try to distribute WiFi through it. The Internet on the computer works through a usb modem from MTS model 829F, which is connected to the PC via a USB extension cable. The router is equipped with USB ports.
I studied articles on the Internet, but there are manuals for other routers. At first, the router's web interface was in English, but later I found the latest upgrade for it on the Internet. In the settings there is a connection via 3G / 4G. There is an item to select an operator and select a country, enter the dial-up number, APN, password, operator login. I tried to insert the modem into the router, entered data from the MTS, but in the operator selection block there was only one item - another.
Tried and through the local network does not help.
