Is it possible to disassemble the installation files of mobile applications?

There were problems with a freelancer who was developing applications. He disappears and doesn't do his job.
Actually there is a desire to transfer the work to other performers. Is it possible to parse files to speed up development?
Simple applications display information from the server. There is full access to the server.
Development languages:
Android SDK and JAVA programming language for Android OS;
iOS SDK and Objective-C programming language for iOS;
JAVA for mobile application server and web interface.

you can www.decompileandroid.com but you don’t need it, if the application is not big, it’s easier to write from scratch than to dig into that hell + you, as a customer, should have source codes, if everything is smooth on your part (I’m not trying to blame, for convenience, take any other spherical customer), then there shouldn’t be any problems pushing to your repository, and you see that the person is working and he doesn’t need to say once again what he did today / for weeks
