Is it possible to diagnose a battery on a laptop?

In general, when and after what it began, it is difficult to say. Just noticed.
Unplugged the power cord to drag the laptop and it turned off.
Turned it on, paid attention - the battery charge indicator (LED) is on, as usual, an icon is drawn in the notification area, supposedly the battery is charging, but all the time 0%, work from the network. The system seems to see the battery, powercfg even draws statistics on it, but in fact, consider that there is no battery in the laptop now.
The question is - what can be done to establish a diagnosis without a visit to a service center? What could possibly happen?

Look at the age of the laptop. If more than two years - the battery is most likely a skiff.

Death, or bad contact somewhere.
It is impossible to say more without SC and measurements

It is possible that your case is the deadness of only one element in the battery, and after replacing it everything will be OK. But in order to find out for sure, it will be necessary, firstly, to open the battery and diagnose its elements separately, and secondly, such a diagnosis will require a charger-discharge device capable of measuring the capacity and internal resistance of lithium batteries. The most common device of this kind is the IMAX B6, which is what I use.
Thirdly, after the diagnosis, you will need to reassemble the battery, replacing the identified defective element (or even better, everything , since they are already old, and the battery works better when it is assembled from the same ones).
By the way, you can try to do "third" at once, without doing "first" and "second". The chance that everything will work out, although not 100%, is very high.
