Is it possible to determine that the high contrast mode is enabled on the user's Windows?

I ran into a problem: when using high contrast mode on Windows 8, IE and Firefox stop displaying the background-image, which potentially leads to incorrect display of the site for people whose systems have this mode enabled. The user agent, as I understand it, does not have such data.
