Is it possible to decode an MP3 file to PCM on Android without going into the NDK?
If yes, then you are interested in what is meant by PCM: every 16 (for example) bits will encode the value of the signal at the time of sampling or the change in the value of the signal ("difference between the current and previous measured values" DPCM on wiki)?
