Is it possible to create a catalog site without a database?

Good afternoon. Can you tell me, please, is it possible (and is it generally a good idea) to create a small product catalog without a database? 20-100 items.
I'm looking at different options in the spirit of Grav CMS. But I don’t find any functionality similar to a product catalog.

Great idea for a small store. What needs to be done as far as I can see.
1. Set up development tools, vue, webpack, https://github.com/chrisvfritz/prerender-spa-plugin
2. Create a simple instruction on what and how to do, so as not to pull the developer
3. All interactive such as registration, basket, comments and transfer news feeds to external services.
As a result, you will get bare HTML perfectly indexed by search engines, SEO will thank you. A relatively simple admin panel that can be run on a local computer, generate files and upload to hosting.
Minuses. As always, you want more and at some point this architecture will become your throat.
I don’t know what to advise, hosting is now cheap, CMS seems to be good, but sales are falling.
