Why does it take a long time to apply changes to css on a Joomla site?

Good afternoon!
There is a site on Joomla, where changes in css and js files are applied for a long time. Everything is fine with php and html files, but in css/js you have to wait several hours for the changes made. Caching is disabled, cache folder is empty. Is the cache enabled somewhere else? What could be the problem?

Because the browser does not want to download it again, it thinks that nothing has changed there. Ctrl-F5 seems to do a full page refresh.

Is the cache enabled somewhere else? What could be the problem?
In the web server settings? Are there Expires, E-tag, Last-modified, etc. headers?

1. Disable caching for debugging in Joomla settings!
2. Disable caching in template settings (if any)

You can try clearing the cache in your browser. F5 for some reason does not always give the expected result.
