Is it possible to create a bootable USB flash drive with a Windows XP distribution?

Hello. Is it possible to create a bootable installation flash drive with windows xp from under windows? If so, how?
UltraISO, Rufus, UNetbootin, Universal USB Installer don't work.
Ps Please do not offer dubious / self-written software from warezniki.

Format the flash drive in NTFS, just copy the GOLD CD MSDN (official disk from the Microsoft website)
Not iso, but all the files that are there
