Is it possible to convert deb package to eopkg package?

There is an idea to switch to Solus from Debian. But there are a number of programs for which deb and rpm packages are compiled. Accordingly, I wondered if it was possible to convert the deb package into the eopkg package?
PS I tried to install the Budgie working environment in Debian, but it turned out to be outrageous when compared to how it looks in Solus.

disassemble the deb package manually and put ??
there, in principle, three programs are needed: the ar archiver, the xz compressor and the tar archiver,
after digging around for a couple of hours, you can draw your script for unpacking the deb package.
option 2: search in soulus dpkg packages and maybe there
