I want to make a website for watching IPTV, I need an HTML5 player, because the TV does not see Flash and the set-top box too, so I decided to make my own website to play m3u8 streams, is it possible to remake the video player for this?

vlc can do iptv + html5 - they implemented streaming in this way - but the essence is the same
