Hello everyone, I downloaded a program that controls the cooler, is it possible to work constantly with 4000 rpm or can this lead to an early failure of the cooler?

Of course you can, but why? It's easier to change the rule of operation and slightly increase the standard speed while maintaining a comfortable noise level Macs Fan Control does a great job with this.
