How to create a bootable windows flash drive on os x?

You need to create a bootable USB flash drive with Windows 8.1 having an .iso image on OS X in order to boot from this flash drive and install Windows on a PC.
Tried dd, boot camp, unetbootin. It was not possible to boot from the flash drive created in this way.
