Is it possible to connect to an external hard drive directly from the TV and PC?

The idea is
1) There is an external hard drive to which 2 devices are connected at once (TV and PC)
2) I transfer movies in 4K from the PC to it
3) I open it from the TV via a USB 2.0 wire as a USB flash drive and watch movies The

question is, is there such a hub Or docking station?

The network folder solution is not suitable, because then there are brakes when watching movies in 4K

This is possible only when using specialized solutions, conventional file systems are not designed to be mounted at multiple points.
The idea can be implemented using a single-board computer with Linux, forcing it to pretend to be a hard drive via USB through the gadget subsystem, and you can copy files to it over the network. When copying, you will have to virtually “remove” the disc from the TV - you will not be able to use the “disk” there and there at the same time.
However, full simultaneous access is possible if the TV supports MTP over USB. You can check this by connecting your Android smartphone to your TV and selecting the appropriate mode on your smartphone. If the TV sees the files, MTP is supported.
