Is it possible to connect a user to a specific cAP access point?

The user's laptop is constantly connected to an Access Daughter (CAP) that is directly above it, but one floor up. Because of this, an unstable connection, slow data transfer. Literally three meters from the user, a similar access point is installed, all computers that are next to the user are connected to the second point and everything is fine with the connection. Well, the question itself, is it possible to somehow manually configure the connection to the nearest access point?

In the /caps-man access-list section, add the mac-address of the laptop to the required cap interface, and reject this mac-address on the any interface.

Another option is to force "throw out" subscribers with a weak connection signal.
