Is it possible to connect 24 volts to 12 on the motherboard?

For some reason, on my old power supply, the standard 24-pin connector is divided into 2 parts, one has 20 legs (10 * 2), the second has 4. This second part says 24V and the sticker "Do not connect to ATX with 12V" .
As a result, I just hooked up to 20 feet. The computer starts up, but constantly sends to the BIOS settings:

1. Could this be related or is the problem something else?
2. Is it possible to take a chance and check by connecting all the same these 4 pins to the connector (Boot is written in that place)
