Is it possible to completely remove the English QWERTY from the computer?

I switch to dvorak, for some reason the computer leaves quarters, sometimes it disappears sometimes it appears on its own, in the language settings it is set only to dvorak,
Is it possible to somehow change the layout through the registry?
