For information security reasons, it is forbidden to store layouts in the cloud. Is there an easy and reliable way to FULLY localize work in Figma?

No, this is an online application and will not work offline.
Use Adobe XD or Sketch.

Haven't tried it, but it's interesting.
It is possible to save the layout from figma from the PC version, and then delete it on the cloud, and then open it again in figma - will it work?
