Are there HTML+CSS toolkits?

Are there GUI toolkits in which the interface is built using HTML(XML) + CSS?
PS Target platform Linux (and other Unixes)
PPS WebkitGTK not to offer.

The GTK+ toolkit allows you to use CSS. speritzl9001.github.io/MoonLightCoffee
To be more precise, it actually uses a CSS-like language.
I have no idea about HTML support in GUI tools. Also interesting.
For portable/embedded devices on the Tizen platform (Android alternative), you can develop applications in HTML5: https://developer.tizen.org/documentation/articles...
