Is it possible to compile Portable Class Library in Microsoft Visual Studio 2013 Express? And if so, how?

I'm trying to build an Eto.Forms project in VS2013 Express.
There are several pcl as part of the solution, but VS refuses to load them:

Eto - pcl (incompatible)
This project is not compatible with the current release of Visual Studio

At the same time, they write on the net that pcl support has been added to the latest releases of the Express version:
