Is it possible to compete with giant sites in your narrow niche?

For example, I want to create a realtor website for the sale of apartments. Through a small town. But if I drive into the search, for example, "Buy an apartment in Berdichev", then I see at the beginning of the list of giants like olx, dom.ria, etc. Local sites, with city domains and a wealth of information about the city - go below. And it makes me very sad. Is there a way to get through? I thought - you can buy advertising. But! I probably won’t be able to compete with these giants in terms of advertising, I don’t have such a budget.
The question is - can I climb using the fact that my site has a narrow geo-specialization for my city? If possible, I would appreciate help in finding the right place to apply efforts.

If only in sooooo narrow. Real estate is not the narrowest niche, and for sure the "giants" know how to search in your city.
Although here in our city is just the opposite example - the largest real estate search engine, news aggregator, mail and another hundred-thousands-of-figovins - this is a local site. But he is very big, very old...
