Don't submit URLs for indexing that shouldn't appear in the index. those. they should not be in the Sitemap. but since you have already received this message, it means that you sent it.
To not receive a message :

  1. open for indexing URLs for which you receive the message "Access to the submitted URL is blocked in the robots.txt file."
  2. on pages/URLs that you want to close from the index, prescribe before /head - “robots” content=“noindex,follow”
  3. send URLs for re-indexing, on which edits were made.
