A SIP call has a lot of outgoing parameters, including the caller's number.
For example - if you received a call from a cell phone in the PBX and you need to redirect it (if the internal subscriber does not answer) to another cell phone, then it is best to transfer the original number, and not the "working" one, so as not to depersonalize the call.
Another thing is how your operator personally reacts to this. Someone skips, someone blocks, someone "corrects".
I won’t give the name of a large all-Russian operator that skips such things, but if you want to use the number as a means of authorization, then it’s probably a bad idea. However, if there is only one barrier opening number, I think you can do the reverse scheme. You press the "open" button, the barrier calls you, you answer the call and the car passes. Or do not answer, and no one passes. :)
Applications are unlikely, there are services. You can buy a SIM card from one of the "cunning" operators (eSim, as an option).
