I made a wallet in one program (electrum on a poppy), got those same 12 words of access.
I drive the same words into another program (on an iPhone) - it does not connect.
Can these 12 words be used to enter any program on any device, or am I forever tied to one program?
And is it possible to use one wallet from several different devices?

Yes.
No. The passphrase is used as the seed. Each program has its own algorithm, so the same passphrase gives a different result.
You need to export wallet private keys from the program and then import them into another program. Do not give the keys to anyone and do not send them through open channels.
