Depends on the archiver, if it supports working with the command line, then of course you can.
For example, using the rar archiver, we pack the source.txt file into an archive with the name arhive and the extension nonstandardextension.
Most of the archivers I know support working from the command line, the keys can be found in the manuals of a particular archiver.

7z on the command line works fine, everything is described in the attached documentation. With permissions - this is another step, you have to look on the spot, but this is not a question of the archiver.
