Is it possible to add a new user using PHP in ownCloud 8?

I have ownCloud 8 installed in a domain, for example, one.ru. There is another site in the two.ru domain. Can I somehow add a new user to ownCloud with a POST/GET request using PHP?
I found the API on the ownCloud site, but I couldn't figure it out at all - all attempts failed. If someone has done this before, please tell us how to implement this idea ... and if it doesn't make it difficult, can you give a working code as an example?
