Is it possible now to find a job in Russia, outback, remote, part-time, software dev + ds?

Now I am 36 years old. In 2016, one big project in one small company closed, and I had to get a job as a software developer. IT has always been some kind of hobby + work, I tried a little bit of everything. I soldered microcircuits, sewed FPGAs, and had CNC machines, and Delphi 6 (10+ years of experience in creating from scratch and ERP support), and Python was a little, and of course C, but without pluses, and the DBMS wrote, from scratch , in C, key-value. And I read Knut, and indeed the master's diploma says "mathematics", but that was a long time ago. I know a little bit of NumPy, TensorFlow, just a little bit of OpenCV, on kaggle the place is above 12,000, I didn’t really try to grab stars from the sky. My big problem is that I don’t know modern tools and technologies very well, there are a lot of them, and somehow I never got around to choosing one.
And now I urgently need a job .... and I have a question. Can I even work in modern IT?
My main skill is Delphi 6, on which the vast majority of software is still written in our 20+ companies - as I understand it, it is now useless. (And yes, in my life I myself taught more than a dozen people Delphi 6, and now they work where I could work) However, I have programming experience in C and assembler, and pure WinAPI. Does anyone need all this?
What is not at all is the web stack, as it has never come across. Although I worked a lot with networks.
They write on Habré that now even a jun can receive at least $ 1,000 a month (but in general they say that you can get a job at 1,500).
Tell me please, experienced colleagues, what should I do? Or to deepen some one technology (but will it be possible to do it quickly), or try to get a job somewhere with current knowledge?
We have nowhere to work in the city from the word at all. Now I already agree to a taxi driver or a pizza delivery man, but there are no places. But in general, of course, I would like IT, and not the web. It's just that the web is not my word at all. And for health reasons, now I want part-time and remote work. At least for some reasonable money.
I tried freelancing several times - I never ended up getting paid, for various reasons.
PS It so happened that ..... I live far beyond the Moscow Ring Road, a city with a population of about 600 thousand people, there is absolutely no way to move and no money. The current job is something between a data scienсe developer and a system administrator. And this is a complete tin. They pay 25 thousand, which is mere pennies even for our region. Work a day is nine hours, there is no lunch break for weeks, it takes an hour and a half to go to work, the same way from work. There is no time left at all, especially for sports, which is very bad. Although sometimes I try to walk home from work - this is still not enough, hypertension begins. On holidays, the rest was two days - the first and second numbers. The third worked for five hours, then they arranged some kind of corporate party, at which I grabbed the poisoning with a cake, and without really treating it normally, I had to go to work again. And there really is no place to work, for a place as a car repairman in garages, unofficially, people are ready to bite each other's throats (there were actually fights, I saw it myself) ....... And now I'm lying with a temperature of 39, pressure, I slept from three to five hours for more than a week, and this is not enough for me, waiting for an ambulance - a dead number, everyone is on calls for covid, and in three hours I need to go to work, and I understand that a little more, and I won’t be able to do that. Please forgive me for writing this.

Delphi is a popular language, the first vacancy shows a salary of more than 125 thousand rubles.
In your case, it is optimal to first find a good job according to your knowledge, and then start growing in the direction you want to develop. It is very difficult to quickly find a good job without relevant experience in the required programming language, the problem is usually that HR will simply wrap up the resume without even reading it, and the technical manager who is able to assess the potential simply does not know that you even exist.
By the way, in many companies, development is carried out in different languages and, having immersed yourself in business processes, if you wish, you can easily move to another technology while maintaining your salary, and having gained experience in it, you can already easily look for a more interesting vacancy on the market.
