Is it possible not to send a check under 54-FZ?

Good afternoon. I have a mobile app.
I send checks to the user's email.
But recently I took a trip on a Yandex taxi. I didn't receive any receipt by email or text. But the check itself is available in the application. Can I do the same in my application?
Wouldn't this be against the law?

When making a settlement, the user is obliged to issue a cash receipt on paper and / or, if the buyer (client) provides the user with a subscriber number or email address, send the cash receipt in electronic form to the provided subscriber number or email address (clause 2 of Art. 1.2 of the Federal Law N 54-FZ).

If the buyer has NOT provided either his email or his phone number, sending, of course, will not work. In other cases, they must be sent.

It seems that I understood how Yandex works: And so, I looked at the check - it was issued to my phone. But I didn't receive an SMS with a check. However, Yandex requires a phone number during registration and will check it using SMS. Well, it turns out that the application is on my phone, and the check seems to be sent to it (through the application). How is that and is it legal.
