What you want to implement is called "Financial Intermediation", which in legal terms is an extremely dreary task. About three years ago I researched this moment for one of the projects. Very briefly - you either need to open a bank yourself, or be in a very, very test relationship with the chairman of the board of some bank. I didn’t have either, so we, in the end, abandoned a similar undertaking.
