Is it possible not to conduct activity on a SIM card, while not blocking it?

You need to register a couple of services, not on the main SIM card, while so that you can completely forget about the SIM card itself. The choice fell on either Yota or Tinkoff. As Yota themselves say, it is enough for them to receive an incoming SMS, or a call, while other operators need to perform an outgoing action that requires payment. But for some reason I can't believe that everything will be so smooth with Yota.
At Tinkoff, I use their card, and as far as I know, if the card is active, then they will not block the SIM card attached to it, but I'm not sure about that.

Blocking the SIM card will be a strong blow. Therefore, I ask which option is better in this situation, maybe there are other alternatives at all?

A bit unclear. Well, they registered the service for a mobile phone number, and forgot about the SIM card - they threw it away. Or to the number of a relative - friend - colleague.
Or do you need to keep the SIM card in working condition with a minimum of hassle and expenses? Then unless you turn on redirection to yourself on it, if not on the network. For a paid service or type of activity, you do not need to insert a SIM card into the phone, just call this number and answer from yours when the call goes through. Will work with any carrier.
PS And checking the number with a call will also roll

Once a year, throw the minimum amount - (check with the operator), but it is better to call the operator and clarify the issue.
